CBP CSOP Trade Solutions Pilot · SOW §2

Three Capability Pillars

This demonstration maps directly to the pillars CBP set out under the DHS Commercial Solution Opening Pilot Program.

P1
Primary

AI-driven trade insight

Automated tariff classification, value/origin validation, supply-chain tracing, risk segmentation, earlier revenue.

Demonstrated in: Exporter form · Officer console
P2
Secondary

SME direct ACE filing

Electronic direct entry / entry-summary filing for small and medium importers without a costly broker engagement.

Demonstrated in: Officer → ACE transmission preview
P3
Secondary

WCO-accessible platform

International customs platform usable by WCO members, already deployed as sovereign infrastructure (Iraq, Nigeria, Mauritius).

Demonstrated in: Importer pre-check (spktor.ai)
The remaining gap

CBP closed the data-submission gap. The verification gap remains.

After the August 2025 Executive Order suspending duty-free de-minimis treatment, CBP's enhanced entry process now requires advance electronic data and the full 10-digit HTSUS. The data pipeline is built. What the pipeline does not yet do is verify that data - it relies on self-reported information from the seller. This pilot demonstrates independent verification at source, fed into the same ACE pipeline CBP has already built.

Standards & alignment

Built to recognized federal and international standards

See the About this Pilot page for the full SOW §8 compliance posture.
How it works

From product data to ACE filing

  1. 01
    Pre-file evidence

Exporter submits product, origin, and value with photo, spec sheet, or lab report evidence.

  2. 02
    AI classification

10-digit HTSUS suggested with a confidence tier based on the evidence attached.

  3. 03
    Risk tiering

Lane A clears fast; Lane B requests verification; Lane C flags origin, AD/CVD, and PGA risks.

  4. 04
    ACE transmission

Certificate of Conformity packaged for filing to ACE via a licensed broker workflow.

Risk-tiering engine

Three lanes, one decision surface

Lane A
Trusted

Low risk · trusted origin · clear classification. Cleared for expedited release.

Lane B
Verify

Verification required. Officer may request additional evidence or schedule an inspection.

Lane C
High risk

AD/CVD, PGA, or high-risk origin flags. Mandatory officer review before transmission.
